Heads of the Valleys Education Programme (HOVEP)

The Purpose
To effectively engage with the the people of Blaenau Gwent and Merthyr Tydfil to tell them about the wholesale changes planned for education and training in the two areas.

Our Approach
This represented a major challenge in the face of initial opposition from both communities.

To counter this opposition communication needed to be honest, constant, accurate, consistent and relevant to the needs of each specific area and its people.

Cazbah immediately implemented a series of workshops to get local views from stakeholders and beneficiaries to shape the direction of the communications campaign. We also undertook extensive market testing with all the key target groups in both Merthyr Tydfil and Blaenau Gwent.

Based on this feedback we implemented our marketing and communication plan in partnership with key stakeholders in HOVEP - Welsh Government, Local Authorities, Careers Wales, UWCN, Colleges, Schools, Teachers, Parents, Employers and young people.

Our plan included:-

All aspects of the plan were delivered on time and within budget. Since it was launched in May 2011, has attracted well over 7,000 unique visitors to the site. 324 people are following on Twitter

A series of short films were created and uploaded to You Tube using real people for the area to endorse the messages and tell their experiences of education and training in the Valleys - our films have had 1197 views.

Ambassadors and volunteering scheme for the campaing, used to encourage young people to gain accreditation through volunteering at events.

Engaging with businesses and communities through focused events on issues raised by the community e.g. how Social Media can enhance their business or organisation.
